Public Finances Manual sections:
PFM full content training – refresher (1.5hrs)
- Thursday, 27 June 2024, 2 to 3.30pm – SESSION 1
- Tuesday, 4 July 2024, 10.30am to 12.00pm – SESSION 2
PFM section: Conflicts of interest – refresher (1hr)
PFM section: Gifts and Hospitality – refresher (1hr)
Other training:
Countering fraud, corruption and money laundering (1hr)
All courses count for CPD.
Training is available to all employees, and will be delivered via Teams by Kevin Hemmings, Head of Financial Governance in Treasury and Exchequer.
If you cannot attend either of the above sessions but you feel that you would benefit from the training, please contact k.hemmings@gov.je to arrange a different date.

Consultation on the new and amended PFM sections
Treasury and Exchequer have started a period of internal consultation on new and amended Public Finances Manual (PFM) sections, and we would welcome your feedback.
Please let them know your views or ask for further details. The consultation is open until Friday, 17 May 2024.
New sections proposed:
- Expenses – new section setting out which expenses should be payable for employees.
- Land and Property Assets – new section bringing together all existing references in the PFM to land and property and clarifying existing requirements.
Changes to existing sections:
- Acceptance of gifts and hospitality – addition of requirement for approval at any value for certain items and clarification of process where approval is unable to be obtained in advance of receipt.
- Assets – revised to remove references to land and property – now included in new section.
- Fraud, corruption and money laundering – various changes to the existing Fraud section. Now includes a requirement for all Accountable Officers to designate a lead officer in their area of operation.
- Gifts and hospitality offered – clarification of arrangements for Ministers and Assistant Ministers and Accountable Officers.
- Guarantees and indemnities – new requirements relating to indemnities in property leases and standard contract terms and conditions.
- Internal audit – various changes to the existing section.
- Risk management – various changes to the existing section.
